White and sky blue, with the arms and the name
This flag is split down the middle: white on the left, sky blue on the right. Across the top, in black capitals, is the inscription «COMUNE DI LURATE CACCIVIO». Below it stands a silver mural crown over a blue shield with a wavy band and a bishop's mitre, framed by branches of laurel and oak tied with a tricolour ribbon.
The stream and the mitre
The Statute of the Comune describes the arms as blue with a wavy gold bar and, in the upper corner, a gold mitre. Italian Wikipedia explains that the wavy band stands for the torrent Lura, which gives the town its name, and that the mitre recalls the town's dependence on the abbot of San Simpliciano in Milan.
The gonfalone and the title of city
According to the Statute, the gonfalone is a cloth in white and blue, richly embroidered in gold, bearing the arms and the gold inscription «Città di Lurate Caccivio». Italian Wikipedia says the arms and gonfalone were granted by decree of the President of the Republic on 25 August 1953, and that on 2 December 2010 President Giorgio Napolitano awarded the comune the title of city.
A town on the Lura
Lurate Caccivio is a comune in the province of Como, in Lombardy. The Lura crosses it from north to south. Its name was changed in 1927 from Lurate Abbate to Lurate Caccivio. Italian Wikipedia says the district of Castello takes its name from a fortified palace where the Benedictine abbot lived, the «Castello dell'Abate», which had a battlemented tower.
